ที่ผ่านมาด้วยศักยภาพของนครปากเกร็ดในฐานะเมือง ปริมณฑล มีสาธารณูปโภคพื้นฐานครบครัน ค่าครองชีพไม่สูง มากนัก ผู้บริหารเทศบาลมีนโยบายในการพัฒนาเมืองอย่าง ต่อเนื่อง เพื่อเป็นแหล่งการศึกษาชั้นดี ที่อยู่อาศัยชั้นน�ำ สภาพทางภูมิศาสตร์ที่สามารถเดินทางได้ทั้งทางบก ทางน�้ำ และ ทางอากาศ มีสถานที่จัดแสดงสินค้าขนาดใหญ่ มีการก่อสร้าง และสถานประกอบกิจการค้าที่ต้องใช้แรงงานจากภูมิภาค อาเซียนเป็นจ�ำนวนมากอย่างต่อเนื่อง และด้วยศักยภาพใน การป้องกันเมืองจากอุทกภัยในปี 2554 ท�ำให้ผู้พักอาศัยและ ภาคธุรกิจในพื้นที่มีความมั่นใจในการพัฒนาเมืองและการมี ส่วนร่วมของชุมชนในการพัฒนาพื้นที่และรักถิ่น ทิศทางของแผนพัฒนาเทศบาลนครปากเกร็ด ได้เตรียม ความพร้อมเข้าสู่ประชาคมอาเซียนในยุทธศาสตร์หลัก ๆ โดย 1. พัฒนาศักยภาพและความพร้อมในการประสาน ความร่วมมือกับทุกภาคส่วนในเรื่องปัญหายาเสพติด ภัยพิบัติ และการแพร่ระบาดของโรคภัย 2. พัฒนาความร่วมมือในกลุ่มอาเซียน เพื่อบริหารจัดการ และใช้ทรัพยากรธรรมชาติร่วมกัน อาทิ การเข้าร่วมโครงการ เทศบาลไทยมุ่งสู่คาร์บอนต�่ำเพื่อวางรากฐานในการพัฒนา กองทุนคาร์บอนของกลุ่มประชาคมเศรษฐกิจอาเซียน 3. พัฒนาโครงสร้างพื้นฐานเเละผังเมืองแบบบูรณาการ เพื่อเชื่อมโยงกับกรุงเทพมหานครและปริมณฑลโดยรอบ 4. พัฒนาด้านสิ่งแวดล้อมเพื่อสร้างความอยู่ดีมีสุขให้กับ ประชาชนและส่งเสริมให้ด�ำเนินวิถีชีวิตที่เป็นมิตรกับสิ่งแวดล้อม 5. พัฒนานครปากเกร็ดให้เป็นนครแห่งคุณภาพชีวิต ที่ดีมีเอกลักษณ์ทางวัฒนธรรมเพื่อสร้างคุณภาพชีวิตที่ดีของเมือง อยู่ดีมีสุขและปลอดภัย 6. พัฒนาระบบบริหารจัดการเพื่อเป็นต้นแบบในการให้ บริการประชาชนอย่างเป็นเลิศ การที่จะบรรลุเป้าหมายในการเข้าสู่ประชาคมอาเซียน ในปี พ.ศ. 2558 นั้น จ�ำเป็นอย่างยิ่งที่องค์กรภาครัฐในทุกระดับ ไม่ว่าจะเป็นระดับประเทศ ระดับท้องถิ่น ต้องเข้ามามีส่วนร่วม ผลักดัน สนับสนุนให้ภาคเอกชน และภาคประชาชน ได้ตระหนัก ถึงความส�ำคัญ และประโยชน์ที่จะได้จากการเป็นประชาคม อาเซียน Pakkret has the potential of an outskirt city with its basic infrastructure and not too high cost of living. The Municipality Executives have a policy to develop the city continuously in order to be the location for fine education and a leading residential area, with its prime geographical location for land, river and air transportation. Pakkret also has a huge exposition area, and building construction continuously needed labor from ASEAN region. Pakkret’s potential in flood protection in 2011 made the local residents and business sectors more confident in city development and in the community’s participation. The direction of Pakkret Municipality development aims to prepare itself for the ASEAN Community with the main strategies as follows : 1. Todeveloppotential and readiness for coordination with all sectors in solving the drugs problem, disasters and contagious diseases. 2. To develop ASEAN cooperation in order to manage and mutually use natural resources such as participation in Thai municipality project aiming for lower carbon, as a foundation for the development of the carbon fund of ASEAN Economic Community. 3. To develop the integrated basic infrastructure to link with Bangkok and other outskirt cities. 4. To develop the environmental field to create people’ well-being and promote lifestyle. 5. To develop Pakkret as a city of good quality of life with a cultural identity, to reach a happy and safe quality of life for the people. 6. To develop the management of providing services to the public as a model of excellence. In realizing the entry into the ASEAN Community in 2015, it is necessary for government agencies at all levels, national and local, to participate, push forward and support the private sector and people to become aware of the importance and benefits from being part of the ASEAN Community. เทศบาลนครปากเกร็ด รายงานประจ�ำปี 2556 67
