คนปากเกร็ด...จะเตรียมพร้อมอย่างไร People of Pakkret How to Prepare ด้านการศึกษา ต้องพัฒนาความพร้อมในด้านการ ส่งเสริมการเรียนการสอนภาษาต่างประเทศเพื่อพัฒนาการ ติดต่อสื่อสารระหว่างกันในประชาคมอาเซียน ด้านเศรษฐกิจ การลงทุนชุมชนอาจไม่ต้องมอง เรื่องกลุ่มลงทุนต่างประเทศ แต่เน้นการท�ำธุรกิจภายในให้ดีและ ขยายฐานกลุ่มลูกค้า เช่น ธุรกิจโรงพยาบาล โรงแรม ที่ต้องเพิ่ม กลุ่มลูกค้าเป็นกลุ่มอาเซียนเพิ่มขึ้น ด้านสิ่งแวดล้อม นครปากเกร็ดต้องเตรียมสถานการณ์ ที่เกิดขึ้นจากปัญหาขยะ มลพิษทางน�้ำ มลพิษทางอากาศ การเข้ามาอย่างเสรีของประชาคมอาเซียน จะส่งผลให้มีพลเมือง ซึ่งไม่ได้อยู่ในทะเบียนราษฎรเข้ามาอยู่มากขึ้น ต้องจัดท�ำ มาตรการในเรื่องนี้โดยออกระเบียบกติกาและดึงคนกลุ่มนี้ เข้ามาร่วมดูแลด้านสิ่งแวดล้อมให้มากขึ้น ด้านสุขอนามัย การเคลื่อนย้ ายของประชากร จะมีมากขึ้น คนไทยมีความเสี่ยงภัยต่อปัญหาสุขภาพมากขึ้น โดยเฉพาะโรคระบาด โรคติดต่อข้ามพรมแดน ติดต่อจากคนสู่คน ติดต่อโดยสัตว์พาหะ โรคอุบัติใหม่ต่าง ๆ เทศบาลนครปากเกร็ด จะต้องเพิ่มความระมัดระวังอย่างเข้มงวดเพื่อลดความเสี่ยงต่อ การติดต่อโรคด้วย แนวทางที่จะสร้างความเจริญอย่างยั่งยืนเมื่อก้าวสู่ ประชาคมอาเซียน คือ การเริ่มเปิดใจ ปรับระบบความคิดเพื่อ ร่วมขับเคลื่อนที่เสาหลักด้านสังคมและวัฒนธรรม โดยใช้ด้าน วัฒนธรรมและสังคมมาเป็นเครื่องมือน�ำทางเศรษฐกิจ ภาครัฐ ควรดูแลเรื่องบริการพื้นฐานของประชาชน อันได้แก่ การเข้าถึง บริการทางสังคมและสาธารณสุข การศึกษาที่ดีแก่ประชาชน การวางโครงสร้างพื้นฐานที่เชื่อมโยงกับโครงสร้างทางสังคม สังคมไทยต้องปรับแนวคิดให้ยอมรับแรงขับเคลื่อนที่ต้องมาจาก ภาคเอกชน โดยมีการก�ำกับดูแลที่ดีจากภาครัฐ ซึ่งนครปากเกร็ด จะได้เป็นองค์กรภาครัฐที่จะพัฒนาบริการตามภารกิจหน้าที่ให้ กับชุมชนให้ดีที่สุด เราจะก้าวสู่ประชาคมอาเซียนไปพร้อมกัน Education Need to develop readiness in promoting the teaching of foreign languages for the communication within the ASEAN Community Economy Local investment need not look to foreign investment, but rather focus on the strength of internal business and expansion of consumer base, such as the hospital businesses and hotels which need to increase customers to include those from ASEAN. Environment Pakkret Municipality has to prepare for the situations that arise from garbage and water pollution, to air pollution and the free flow of people from the ASEAN Community. This will result in more people outside the official registry entering the country. There would be a need to improve the related rules and regulations to bring the people to join in to take care of the environment. Public Health The increased movement of people will bring about higher health risks, especially contagious diseases, cross-border communicable diseases via people or animals and new diseases. Pakkret Municipality will increase its alertness to minimize the risks of communicable diseases. The approach that will bring forth sustainability in the ASEAN Community is opening up hearts and minds and having a new way of thinking to participate in moving forward the social and economic pillars of the Community. This would be done through using the culture and social side to lead the way to the economic side. Government agencies should take care of the basic services for the people, such as access to social and public health ser- vices, education for the people and basic infrastructure connected to social structures. The Thai society must adapt its thinking to the new current to move forward carried out by the private sector, and the government sector must take part in overseeing this adaptation. Pak- kret Municipality, as a government agency, will continue to develop its services for the people to the best of its abilities as per its duties. We will together move towards the ASEAN Community.
