เทศบาลนครปากเกร็ด ในฐานะเมืองปริมณฑลของ กรุงเทพมหานครซึ่งเป็นเมืองหลักและเป็นพื้นที่ที่ต้องเตรียม ความพร้อมในการก้าวเข้าสู่มหานครแห่งอาเซียน จึงเป็นเรื่องที่ หลีกเลี่ยงไม่ได้ที่เมืองปริมณฑลจะได้รับผลกระทบจากนโยบาย ดังกล่าว ภาพการเป็นเมืองพักอาศัยของนครปากเกร็ดจึงปรากฏ ชัดขึ้น พื้นที่แนวถนนหลักที่จะเชื่อมต่อไปยังอีกฝั่งของแม่น�้ำ เจ้าพระยากลายเป็นอาคารที่พักอาศัยขนาดใหญ่ ที่รองรับ ผู้มาใหม่และผู้ที่จะต้องเดินทางไปประกอบธุรกิจ ท�ำงานใน เมืองหลวง ปฏิญญาอา เ ซียน (ASEAN Dec l a r e t i on ) มีวัตถุประสงค์ 7 ประการ ได้แก่ 1. ส่งเสริมความร่วมมือและความช่วยเหลือซึ่งกันและ กันในทางเศรษฐกิจ สังคม วัฒนธรรม เทคโนโลยี วิทยาศาสตร์ และการบริการ 2. ส่งเสริมสันติภาพและความมั่นคงส่วนภูมิภาค 3. ส่งเสริมความเจริญรุ่งเรืองทางเศรษฐกิจ พัฒนาการ ทางวัฒนธรรมในภูมิภาค 4. ส่งเสริมให้ประชาชนในอาเซียนมีความเป็นอยู่และ คุณภาพชีวิตที่ดี 5. ให้ความช่วยเหลือซึ่งกันและกันในรูปการฝึกอบรม และการวิจัยและส่งเสริมการศึกษาด้านเอเชียตะวันออกเฉียงใต้ 6. เพิ่มประสิทธิภาพการเกษตรและอุตสาหกรรม การ ขยายการค้า ตลอดจนการปรับปรุงการขนส่งและการคมนาคม 7. การเสริมสร้างความร่วมมืออาเซียนกับประเทศ ภายนอกองค์กรความร่วมมือแห่งภูมิภาคอื่น ๆ นครปากเกร็ด กับประชาคมอาเซียน Pakkret and the ASEAN Community Bangkok as the capital and major area needed to get ready as a big city of the ASEAN Community. Pakkret Municipality as an outskirt city of Bangkok cannot avoid the consequences from the said policy. The picture of Pakkret as a residential city is becoming clearer. The area along the main road linking to the other side of the Chao Phraya River is the location of big residential buildings which can accommodate newcomers and people working in the capital. The ASEAN Declaration has seven objectives as follows : 1. To promote cooperation and mutual assistance in economic, social, cultural, technological, scientific fields and services 2. To promote regional peace and security 3. To accelerate the economic growth, social progress and cultural development in the region 4. To promote the well-being and good quality of life for ASEAN people 5. To render mutual assistance in training and research and to promote Southeast Asian Studies 6. To increase efficiency in agriculture and industry, to expand trade, including the transportation improvement 7.
