การพัฒนาโครงสร้างพื้นฐานที่ดีต้องท�ำไปควบคู่กับการ พัฒนาทางด้านสังคม การเปิดช่องทางให้ประชาชนเข้ามามี ส่วนร่วมในการพัฒนาเป็นนโยบายที่ส�ำคัญที่สุด นครปากเกร็ด ได้ด�ำเนินการจัดตั้งชุมชนขึ้นในพื้นที่จาก 5 ชุมชน เมื่อปี 2535 มีจ�ำนวนชุมชนเพิ่มขึ้นเป็น 63 ชุมชน และจะด�ำเนินการขยาย อย่างต่อเนื่องในปัจจุบัน ด้วยนโยบายประชาชนร่วมเสริมการ พัฒนาจะพัฒนาให้เป็นไปตามความต้องการของชุมชน ใน ปัจจุบันเทศบาลมีกองทุนชุมชนเมือง มีเครือข่าย อสม. คุ้มครอง ผู้บริโภค เครือข่ายผู้สูงอายุ มัคคุเทศก์น้อย และเครือข่ายต่าง ๆ กระจายในพื้นที่ชุมชน เพื่อร่วมกันกับเทศบาลในการพัฒนา ปากเกร็ดจากวิสัยทัศน์ “แหล่งการศึกษาชั้นดี ที่อยู่อาศัยชั้นน�ำ ถิ่นวัฒนธรรมดั้งเดิม ประชาชนร่วมเสริมการพัฒนา” ท�ำให้ เทศบาลนครปากเกร็ดจะต้องด�ำเนินการพัฒนางานด้านการ ศึกษามาเป็นพันธกิจแรก ปัจจุบันเทศบาลนครปากเกร็ดมีโรงเรียนในสังกัดเทศบาล จ�ำนวน 3 แห่ง มีศูนย์พัฒนาเด็กเล็กกระจายในพื้นที่อีก 11 ศูนย์ และพัฒนาการศึกษาเป็นเครือข่ายร่วมกับสถานศึกษาดับประถม มัธยม และอุดมศึกษาในพื้นที่ นครปากเกร็ดต้องมีโรงเรียนดี ๆ ให้ลูกหลานปากเกร็ดเรียน เขาจะได้ไม่ต้องไปหาโรงเรียนอื่น จะ ได้ท�ำให้เด็กและเยาวชนได้เรียนด้วยศักยภาพอย่างเต็มที่ ไม่ต้อง กังวลในเรื่องสถานที่และการเดินทาง นอกจากนั้น การเข้าสู่สังคมผู้สูงอายุในปัจจุบันได้เป็นแรง ผลักดันให้เทศบาลนครปากเกร็ดมีนโยบายในการดูแลกลุ่มผู้สูง อายุเพิ่มมากขึ้นแม้จะยังไม่ได้มีสถานที่เป็นรูปธรรม แต่เทศบาล ได้เป็นผู้ประสานงานสร้างเครือข่ายของกลุ่มผู้สูงอายุในชุมชนไว้ แล้วเป็นอย่างดี จากผลงานต่าง ๆ ที่กล่าวมาเป็นผลงานต่อเนื่องยาวนาน นับตั้งแต่เป็นเทศบาลนครปากเกร็ด สิ่งหนึ่งที่ปฏิเสธไม่ได้ก็ คือ ความต่อเนื่องในการพัฒนาของผู้บริหารเมือง นายวิชัย บรรดาศักดิ์ นายกเทศมนตรี คณะผู้บริหารและสมาชิกสภา เทศบาล ที่ได้ผลักดันนโยบายส�ำคัญ ๆ ในการพัฒนาเมืองอย่าง ต่อเนื่อง และพร้อมที่จะปรับเปลี่ยนนโยบายให้เป็นไปตามความ ต้องการของชุมชนและแก้ปัญหาในชุมชนอย่ างมากที่สุด งบประมาณจึงน�ำมาพัฒนาอย่างคุ้มค่า โปร่งใส ตรวจสอบได้ จากการที่เทศบาลนครปากเกร็ดได้รับรางวัลการพัฒนาด้านต่าง ๆ อย่างต่อเนื่อง วิชัย บรรดาศักดิ์ นายกเทศมนตรีนครปากเกร็ด Good basic structure development must be done along with the social development. The most important policy is to allow people to participate in the development. Pakkret set up five local communities in 1992, and expanded to 63 communities--and is continuously expanding them. By using the policy that encourages people to support the development according to the need of the community, at present, the municipality has a city community fund, network of consumer protection volunteers, aging people network, junior guides, and other networks scattered in the community area. They cooperate with the municipality in developing Pakkret using the vision “Quality education source, leading residential area, center of traditional culture, where the people take part in development”. Pakkret Municipality will aim at education development as its first mission. At present, there are three schools under the municipality, eleven Early Childhood Development Centers, and Pakkret Municipality also developed the education using networks with the local institution at the primary, secondary and higher education levels. Pakkret Municipality must have fine schools for Pakkret’s children, so they don’t have to find schools in other areas. The children and juveniles will learn with their full capabilities, and not worry about location and transportation issues. The current aging society has pushed Pakkret Municipality to formulate more policies toward the group of aging people. Although there is no venue at the moment, we have already coordinated the set up of an aging people network in the communities. The above-mentioned achievements are the long and ongoing achievements since the formation of Pakkret Municipality. One point that cannot be denied is the continuous development of the municipal Executives namely Mr. Vichai Bandasak, Mayor, the Executives Team and Members of the Municipality Council. They have continuously pushed through important city development policies and are ready to adjust them according to the need of the community and give efforts for the utmost in problem-solving. The budget is used to its greatest value, is transparent and verifiable as reflected from the development awards which Pakkret Municipality continuously received.
