ในปั จจุบันสภาพพื้นที่ภาย ใน เ ขต เ ทศบาลนคร ปากเกร็ด มีการขยายตัวทางเศรษฐกิจการค้าและการลงทุน ตลอดจนถึงการพัฒนาทางด้ านอสังหาริมทรัพย์ มีการ ปลูกสร้ างอาคารที่พักอาศัยขนาดใหญ่หลายแห่งเป็นเหตุ ท�ำให้เกิดผลกระทบด้านทรัพยากรธรรมชาติและสิ่งแวดล้อม ของชุมชนไม่ดี ท�ำให้เกิดผลกระทบต่อสุขภาพอนามัยและ คุณภาพชีวิตของประชาชน เทศบาลนครปากเกร็ดได้ ด� ำ เนินการขับเคลื่อน ตามนโยบายด้ านการส่ ง เสริมและสร้ างจิตส� ำนึกด้ าน ทรัพยากรธรรมชาติและสิ่งแวดล้อม และส่งเสริมให้มีการบริหาร จัดการน�้ำอย่างบูรณาการ จึงได้ด�ำเนินการโครงการก่อสร้าง ระบบรวบรวมและบ�ำบัดน�้ำเสีย เพื่อน�ำน�้ำเสียจากชุมชนเข้าสู่ กระบวนการบ�ำบัดน�้ำเสียก่อนปล่อยลงสู่แหล่งน�้ำธรรมชาติ และ เพื่อให้ประชาชนในพื้นที่ได้รับทราบรายละเอียดของโครงการ อย่างทั่วถึง และการส่งเสริมความรู้โดยการจัดการอบรมและศึกษา ดูงานการจัดการน�้ำเสียชุมชนและระบบบ�ำบัดน�้ำเสีย เป็นการ สร้างความมั่นใจในการบริหารโครงการของเทศบาลในอนาคต นอกจากนี้เทศบาลยังส่งเสริมให้ประชาชนและเยาวชนมี ส่วนร่วมในการแก้ไขปัญหาน�้ำเน่าเสีย จึงได้ด�ำเนินโครงการติดตั้ง ถังดักไขมันในครัวเรือน ก่อนระบายทิ้งลงสู่ท่อระบายน�้ำ การปลูก พืชน�้ำเพื่อบ�ำบัดน�้ำเสียในคูคลองหรือแหล่งน�้ำธรรมชาติ การเก็บ ขยะมูลฝอยในแม่น�้ำล�ำคลอง รวมถึงการน�ำเทคโนโลยีมาใช้ในการ บ�ำบัดน�้ำเสีย เพื่อแก้ไขปัญหาน�้ำเน่าเสียในคลองสาธารณะประโยชน์ (คลองเกลือ) ต�ำบลคลองเกลือรวมระยะความยาวประมาณ 1,650 เมตร โดยการติดตั้งเครื่องบ�ำบัดน�้ำเสียด้วยไฟฟ้า จ�ำนวน 10 เครื่อง เพื่อช่วยท�ำให้น�้ำใสโดยการก�ำจัดสารอินทรีย์ ช่วยยับยั้ง เชื้อแบคทีเรีย และเชื้อโรคต่าง ๆ ในน�้ำ โดยไม่มีการใช้สารเคมี At present, the area within the Pakkret Municipality has expanded in terms of economic, trade, and investment, including real estate and large scale construction. This caused adverse effects on the community’s natural resources and environment. Also, it affected the health and quality of life of the people. Pakkret Municipality moved forward the policy in supporting and building awareness on natural resources, as well as water integrated water management. It therefore implemented a construction project on a waste water collection and treatment system, to bring the waste water from the community to be treated before releasing it to natural water sources. The project also aimed to inform all the people in the area about the project and promote knowledge though training and study tours on community water management and waste water treatment. This builds confidence among the people in the project management abilities of the Municipality. Apart from this, the Municipality supported the people and youth to participate in solving the problem of polluted water. It implemented a project in this regard by installing a grease trap tank in kitchens before the substances reach the sewer. The Municipality also planted water plants to help treat water in canals or natural water sources, collected garbage in water ways, as well as used technology to treat polluted water to solve such problem in public use canals (Klong Kluer) Tambon Klong Kluer, total area of 1,650 meters. Moreover, 10 electronic water treatment machines were installed to purify the water by eliminating organic substances, bacteria and other diseases in the water without the use of chemicals. เทศบาลนครปากเกร็ด รายงานประจ�ำปี 2556 139
