จัดหาพัสดุ อุปกรณ์ ในการเตรียมป้องกันน�้ำท่วม เช่น ทราย ดิน ถุง เรือ รถ น�้ำมันเชื้อเพลิง พร้อมทั้งการจัดเตรียมเสบียง การปฐมพยาบาล จัดหาอาสาสมัคร ชุมชน จิตอาสา และการรับบริจาคสิ่งของ ภารกิจที่ 4 หน่วยบรรเทาทุกข์ ส�ำรวจครัวเรือนริมน�้ำที่อยู่ในพื้นที่เสี่ยง และอาจ เกิดปัญหาน�้ำท่วมต่อเนื่องระยะยาว จัดท�ำทางเดินเท้า ถุงยังชีพ เรือ หน่วยกู้ภัย รวมทั้งอนุมัติเงินค่าซ่อมแซมบ้านให้ผู้ประสบภัย รวมทั้ง ตรวจสอบสภาพพื้นที่น�้ำท่วมขัง เพื่อปรับสภาพน�้ำ และดูแลเรื่องโรค ติดต่อทางน�้ำที่อาจเกิดขึ้นได้ ภารกิจที่ 5 ศูนย์ฟื้นฟูผู้ประสบภัย จัดท�ำ ทางเดินเท้า ถุงยังชีพ เรือ หน่วยกู้ภัย รวมทั้งการอนุมัติค่าซ่อมแซมบ้าน ให้ผู้ประสบภัย ส�ำรวจลงพื้นที่ช่วยเหลือผู้ประสบภัย รวมทั้งตรวจสอบ สภาพพื้นที่น�้ำท่วมขัง เพื่อปรับสภาพน�้ำ และดูแลเรื่องโรคติดต่อทางน�้ำ ที่อาจเกิดขึ้นได้ ภารกิจที่ 6 หน่วยบรรเทาภัยฉุกเฉิน ด�ำเนินการอพยพ ประชาชนในพื้นที่กรณีฉุกเฉิน โดยประสานงานสถานศึกษาในพื้นที่ ได้แก่ โรงเรียนปากเกร็ด โรงเรียนสวนกุหลาบวิทยาลัยนนทบุรี และ โรงเรียนหอวังนนทบุรี เพื่อเตรียมการเป็นศูนย์ฟื้นฟู รวมทั้งจัดกิจกรรม ฟื้นฟูจิตใจ ให้กับผู้พักพิง โดย ครู อาจารย์ในโรงเรียน โรงพยาบาล ใกล้เคียง ภารกิจที่ 7 หน่วยส่วนร่วมชุมชน สร้างการมีส่วนร่วมให้เกิด ในพื้นที่ทั้งวัด ชุมชน และอาสาสมัคร เพื่อช่วยกันดูแลพื้นที่ทั้งในคันและ นอกคันกั้นน�้ำ ภารกิจที่ 8 หน่วยติดตามประเมินสถานการณ์ด�ำเนินการ ตรวจข้อมูลน�้ำ วันต่อวัน เตรียมการหลังน�้ำลด ตรวจสอบระดับน�้ำทุกวัน คันน�้ำต้องสูงกว่าน�้ำในระดับ20-50 เซนติเมตร หรือมากกว่า น�้ำเข้าพื้นที่ใด แก้ไขอย่างรวดเร็ว แจ้งเตือน ท�ำความเข้าใจ ตรวจสอบข้อมูลก่อนแจ้งเหตุ นอกจากการป้องกันแล้ว เทศบาลนครปากเกร็ดได้ด�ำเนินการ เยียวยาควบคู่ไปกับการดูแล ทั้งการสร้างสะพานทางเดิน ถุงยังชีพ หน่วยพยาบาล การฟื้นฟูสภาพน�้ำ การจัดพื้นที่จอดรถ การจัดศูนย์ ฟื้นฟู การตั้งศูนย์ประสานงานในการให้ข้อมูลข่าวสาร รวมทั้งการหา ช่องทางในการแจ้งเตือนประชาชนในพื้นที่ “นครปากเกร็ด โมเดล” ส�ำเร็จได้ เพราะความร่วมมือจาก ทุกภาคส่วน และประสิทธิภาพการจัดการขององค์กรปกครองส่วนท้องถิ่น - equipments supporting unit : to provide and prepare materials, equipments for flood prevention such as sand, soil, bags, boats, cars, fuel, food stocks, first aids, including community volunteers, people with volunteer spirit, and receiving goods donation. 4 th mission - relief unit : to survey households along the river bank which are in the risky areas and may experience the prolonged flooding, to build pedestrian walkways, survival bags, boats and rescue units. To approve aid granted for victim’s house repair, to examine the flood areas, to adjust water condition, to take care of water-based communicable diseases which may occur. 5 th mission - victims rehabilitation center : to build pedestrian walkways, survival bags, boats and rescue units. To organize the psychological rehabilitation activities for the victims at the centers by local area teachers in schools or nearby hospitals. 7 th mission - community coordinating unit : to build coordination in the area namely temples, community and volunteers in order to take care of the area inside and outside the dyke. 8 th mission - situation follow-up and evaluation : to check the water data day by day, after flood preparation, check water level daily, maintain the dyke which should be 20-50 centimeters higher than the water level or more.
