การบริหารจัดการน�้ำ (Pakkret Model) บูรณาการท้องถิ่น สร้างชุมชนให้รู้และเข้าใจ พร้อมรับมือน�้ำ Water Management (Pakkret Model) Local integration, building community knowledge and understanding, ready to cope with water เทศบาลนครปากเกร็ด มีสถานที่ตั้งอยู่บนฝั่งแม่น�้ำเจ้าพระยา และเป็นพื้นที่ลุ่มท�ำให้ประสบปัญหาความเสียหายจากน�้ำท่วมเป็น ประจ�ำทุกปี จากเหตุการณ์น�้ำท่วมใหญ่เมื่อช่วงปลายปี พ.ศ. 2554 ที่ผ่านมา ประเทศไทยถูกผลกระทบจากปัญหาดังกล่าวเข้าขั้นวิกฤติ ด้วยมวลน�้ำมหาศาลที่ไหลทะลักเข้ามา จนท�ำให้เทศบาลนคร ปากเกร็ดต้องประสบวิกฤติอย่างหลีกเลี่ยงไม่ได้ ดังนั้น เทศบาลนคร ปากเกร็ดจึงให้ความส�ำคัญต่อการพัฒนา ปรับปรุงโครงสร้างพื้นฐาน ไปพร้อมกับแผนป้องกันน�้ำท่วม ดังนั้น เทศบาลนครปากเกร็ดได้วาง แนวทางแก้ปัญหาน�้ำท่วม โดยด�ำเนินการจัดท�ำ “นครปากเกร็ด...โมเดล แผนฉุกเฉินป้องกันน�้ำท่วม” เพื่อเป็นการบริหารจัดการน�้ำ โดยด�ำเนินการภายใต้การประเมินสถานการณ์จากข้อมูล ศักยภาพของพื้นที่ และความน่าจะเป็นที่อาจเกิดขึ้นโดยก�ำหนด 8 ภารกิจ ดังนี้ ภารกิจที่ 1 หน่วยเฝ้าระวัง โดยด�ำเนินการตรวจสอบ ติดตามสถานการณ์น�้ำ ระดับน�้ำ วางแผนในการวางแนวกระสอบทราย แนวคันดิน ตรวจสอบประตูน�้ำ และเครื่องสูบน�้ำให้พร้อมใช้งาน ภารกิจที่ 2 หน่วยประชาสัมพันธ์ จัดตั้งศูนย์ประสานงานป้องกันภัย น�้ำท่วม เทศบาลนครปากเกร็ด (ศปภ.ปก.) เพื่อเผยแพร่ข้อมูลข่าวสาร ที่ถูกต้อง แจ้งเตือน ผ่านสื่อต่าง ๆ อาทิเช่น รถประชาสัมพันธ์ ป้าย แจ้งเตือน แผ่นพับ เป็นต้น ภารกิจที่ 3 หน่วยสนับสนุนวัสดุอุปกรณ์ Pakkret Municipality is situated on the Chao Phraya River bank which is lowland, this is damaged from flooding every year. The severe flood during the end of year 2011 critically damaged Thailand with the mass quantity of water. Pakkret Municipality also faced the crisis inevitably. Therefore, Pakkret Municipality gives utmost importance in developing and in improving infrastructure, along with the flood prevention plan. Pakkret City has laid flood prevention guidelines by creating “Pakkret Model : Flood Prevention Emergency Plan” for water management. Under the situation evaluation from the data of potential area and possibility of occurrence, the 8 missions were identified as follows: 1 st mission - monitoring unit : to examine, follow up the water situation, water level, to lay sandbag barriers and dyke planning, to check water gates and ready-to-use water pumps. 2 nd mission - public relations unit : to set up Flood Prevention Coordinating Center, Pakkret Municipality (Sor Por Phor. Por Kor.) to disseminate correct information, warning through various forms of media such as public relations mobile unit, warning signs, brochures and etc. 3 rd mission Pakkret Municipality Annual Report 2013 114
