แนวคิดการลดปริมาณขยะมูลฝอย เป็นนโยบาย ที่ทางเทศบาลนครปากเกร็ดได้ก�ำหนดขึ้นมาเพื่อส่งเสริม ให้ประชาชนมีส่วนร่วมในการบริหารจัดการในเรื่องสิ่ง แวดล้อม สนับสนุนงบประมาณ บุคลากร และนักวิชาการ เพื่อให้ชุมชน มีการจัดการขยะมูลฝอยแบบครบวงจร ตั้งแต่การเก็บ การคัดแยก การขนส่ง การน�ำกลับมาใช้ ประโยชน์ และการก�ำจัดที่ถูกต้องตามหลักสุขาภิบาล สนับสนุนให้มีกฎระเบียบและเกณฑ์การจัดการขยะ มูลฝอยที่เหมาะสม “ศูนย์รีไซเคิลขยะชุมชนพบสุข” เกิดขึ้นโดย ความร่วมมือของเทศบาลนครปากเกร็ด และได้รับงบ ประมาณสนับสนุนจากสถานทูตญี่ปุ่นประจ�ำประเทศไทย ด�ำเนินโครงการมาตั้งแต่ปี พ.ศ. 2546 ศูนย์รีไซเคิลขยะ ชุมชนพบสุข ตั้งอยู่บริเวณพื้นที่สาธารณะ หน้าชุมชน พบสุข ต�ำบลบางตลาด อ�ำเภอปากเกร็ด จังหวัดนนทบุรี มีบ้านเรือน 250 หลังคาเรือน ประชากร 890 คน ศูนย์แห่งนี่มีพื้นที่ 275 โดยทางศูนย์ได้ต่อยอดแนวคิดการ บริหารจัดการขยะมาอย่างต่อเนื่อง ส่งผลให้ประชาชน ในชุมชนพบสุขเกิดการพัฒนาในด้านต่าง ๆ เช่น การน�ำ เทคโนโลยี E.M. มาใช้ในการหมักย่อยขยะเปียก จึงท�ำให้ ปุ๋ยหมักจุลินทรีย์ ชีวภาพ มีคุณภาพและมาตรฐาน ถือได้ว่าศูนย์รีไซเคิลขยะชุมชนพบสุข เป็นชุมชน ต้นแบบที่สามารถบูรณการด้านการแปรรูปขยะให้เป็น มิตรต่อสิ่งแวดล้อมได้อย่างมีประสิทธิภาพ เป็นชุมชนพบ สุขอย่างแท้จริง The reducingwastequantityconcept is thepolicy formulated by Pakkret Municipality to promote the people’s participation in environmental management. The Municipality supports budget, personnel and technical experts, allowing the community to manage waste in a complete cycle, from collecting, segregation, transportation, recycling and correct disposal, according to the sanitation methods. It also advises the appropriate rules and regulations for waste disposal. “Popsook Community Waste Recycling Center” originated by the cooperation of Pakkret Municipality, with the supporting budget from the Embassy of Japan in Thailand. The project started operating in 2003. Popsook Community Waste Recycling Center situated on the public ground with the area of 275 square meters in front of Popsook Community, Bang Talad Subdistrict, Pakkret District, Nonthaburi Province. There are 250 households with 890 population size. The Center’s value-added garbage management has continuously developed, resulting in the progress in various aspects such as the introduction of E.M. technology used in composting and degrading garbage, turning them into a quality and standard organic fertilizer and compost. Popsook Community Waste Recycling Center is considered as a prototype community which can effectively integrate the waste processing with the environmental-friendly concept.
