หน้าที่กรรมการชุมชน การมีส่วนร่วมของชุมชนถือเป็นหัวใจส�ำคัญของการพัฒนาต่าง ๆ คณะกรรมการชุมชนถือว่าเป็นผู้น�ำที่ส�ำคัญในชุมชน เป็นบุคคลที่ได้รับการ พัฒนาให้เป็นผู้น�ำในเรื่องการพัฒนาชุมชน มีความรู้ความสามารถในการคิดค้น หาปัญหาวิเคราะห์ วางแผนแก้ไขด�ำเนินการ และประเมินผล หากผู้น�ำมีความรู้ ความเข้าใจ และสามารถน�ำไปใช้ประโยชน์ในการพัฒนาชุมชนตนเองได้แล้ว ก็ย่อมท�ำให้ชุมชนนั้นสามารถพึ่งพาตนเองได้ เป็นชุมชนที่เข้มแข็ง มั่นคง น่าอยู่ และยั่งยืน เทศบาลนครปากเกร็ดได้ส่งเสริมให้เกิดการพัฒนาแบบมีส่วนร่วมของ ประชาชนในชุมชน โดยการจัดตั้งชุมชนย่อยขึ้นมาเพื่อน�ำไปสู่ชุมชนที่เข้มแข็ง ชุมชนที่พึ่งตนเอง ชุมชนที่สามารถแก้ไขปัญหาวิกฤติต่าง ๆ ได้ ดังนั้น คณะกรรมการชุมชนจึงเป็นแกนน�ำจากชุมชนที่ส�ำคัญในการพัฒนาชุมชน ที่จะส่งเสริมให้ประชาชนในชุมชนได้เกิดความร่วมมือร่วมใจ ร่วมคิด ร่วมท�ำ ร่วมกันศึกษาปัญหา ความต้องการของชุมชน และแก้ไขปัญหาชุมชนด้วย ตัวชุมชนเอง การท�ำหน้าที่ของกรรมการชุมชนจึงประกอบไปด้วย ประธานเเละกรรมการอีกอย่างน้อย 9 คน มีหน้าที่เกี่ยวกับงานประสานงานการด�ำเนินงานของฝ่ายต่าง ๆ ในชุมชนเพื่อเสนอต่อเทศบาล และเป็นตัวแทนชุมชน ประชุมร่วมกับเทศบาล และหน่วยงานอื่น ๆ นอกจากนี้ยังท�ำหน้าที่มอบหมายภารกิจให้กับกรรมการ ฝ่ายต่าง ๆ รวบรวมปัญหาความต้องการในชุมชนหรือฝ่ายต่าง ๆ เสนอ ที่ประชุมในเรื่องเกี่ยวกับการรักษาความสงบเรียบร้อยในชุมชน การศึกษา สวัสดิการ สาธารณสุข เเละการพัฒนา โดยประธานชุมชนเเละกรรมการมีวาระ การด�ำรงต�ำเเหน่ง 4 ปี ตามระเบียบชุมชนของเทศบาลนครปากเกร็ด Duties of the Community Committee Members Community participation is the major factor formanydevelopments. TheCommunity Committee is the important leader in the community. They are persons trained to be leaders in community development, are capable of identifying and analyzing problems, planning, solving problems and evaluating. If the leader is equipped with knowledge and understanding, he can use them to develop his community successfully. That community will surely be self-reliant. It will be a strong, secured, pleasant and sustainable community. Pakkret Municipality promoted the development with the participation of people in the community by setting up a sub- community, leading to a strong and self-reliant community that can solve crises. Therefore, the Community Committee is the major and leading core for community development. It will promote community cooperation in thinking, acting, and studying the problems and needs of the community, as well as solving the problems by the community itself. The Community Committee Members consist of the President and its members (at least 9 members) Itsdutiesaretocoordinatethecoordination and operations with various sectors in the community and present it to the Municipality, be the representative for the community, and hold meetings with the Municipality and other agencies. Besides, it also gives assignments to concerned subcommittees to gather information on the community’s problems and needs, as well as to propose to the meeting issues in the areas of peace and order in the community, education, social welfare, public health and development. The Community President and members of the Committee are in 4-year term positions, according to the Pakkret Municipality’s Community Regulations. Pakkret Municipality Annual Report 2013 106
